National Transition Plan 4.0 & 5.0
Description
The new National Transition Plan aims to support and incentivize companies that invest in new capital goods, both tangible and intangible, that are functional to the technological and digital transformation of production processes, specifically for production facilities located within the state’s territory. This incentive is now better known as the “Tax Credit” and falls under the development activities of “Industry 4.0 & 5.0.”
To benefit from the incentives for I4.0 & I5.0, the goods must belong to the list attached to the Budget Law and meet specific requirements:
- 5+2/3 Requirements for goods in Annex A (Capital Goods), Section 1
- 1 Requirement (“interconnection”) for goods in Annex B (Intangible Goods) and for Annex A, Sections 2 and 3
Note: The requirements provided by the asset are necessary but not sufficient. Those who wish to take advantage of the benefit must demonstrate that they are using the asset’s capabilities in the manner prescribed by law.
Features
Pursuant to Annex A of Law 11 December 2016, no. 232, all capital goods must possess the following features (simplified in the agricultural sector):
- Control through CNC (Computer Numerical Control) and/or PLC (Programmable Logic Controller).
- Interconnection with factory IT systems with remote loading of instructions and/or part programs.
- Automated integration with the factory’s logistics system or with the supply network and/or other machines in the production cycle.
- Simple and intuitive human-machine interface.
- Compliance with the latest safety, health, and workplace hygiene standards.
- Systems for remote maintenance and/or remote diagnostics and/or remote control.
- Continuous monitoring of working conditions and process parameters through appropriate sets of sensors and adaptability to process variations.
The offer includes
- Control unit equipped with an LCD display to be installed on the machine for GPS tracking, monitoring, remote command management (start block and job management), and bidirectional data transmission. The LCD display allows for simple and intuitive communication between the operator and the cloud. (Upon request, a control unit with a 4.3” touch display, customizable graphics, and company logos can be installed).
- CANBUS reading protocol programmed specifically for the reading, management, and analysis of machine telemetry data.
- Installation assistance with customized manuals for each machine, and on-site at the customer’s location, including cabling and connectors made to customer specifications for immediate integration with each asset.
- Access to the cloud-based software platform for both end-users and “service”/dealerships to continuously monitor vehicle locations, data collected from sensors, as well as scheduled maintenance deadlines.
- Receipt of operational alert messages and notifications of scheduled operating hours for a specific maintenance task.
- Monthly work reports.
- SIM card and data traffic for data transmission between the asset and the Cloud platform for a period of 5 years.
- Online and phone support for the documentation required to benefit from tax incentives. To offer a complete service that meets all customer requests, Wirail utilizes the consultancy services of nationally recognized expert companies capable of verifying the compliance of the customer’s “business,” “machine,” and “service center” requirements.
*For technologically advanced and intangible assets, companies are required to produce a simple technical report issued by an engineer or industrial expert registered in their respective professional registers or a certificate of compliance issued by an accredited certification body, confirming that the assets possess the technical characteristics that include them in Annexes A and B, and that they are interconnected to the company’s production management system or supply network. For assets with an acquisition cost of no more than 300,000 euros, a declaration by the legal representative is sufficient.
